Frank was born on 19th August 1950, at Airthrie Castle, then a maternity hospital, and now part of the University of Stirling campus. His childhood was spent in Rosyth, Fife. He graduated from Edinburgh University with a Bachelor of Education Degree in 1975 and followed a career in education and local government administration until retirement enabled him to develop his interest in writing song lyrics  and poetry in a more sustained and focussed way.

Frank has always had a keen interest in music of all genres, but developed a particular interest in traditional  folk music in his teens. He regularly attended the Kinema Ballroom Folk Club, Dunfermline, during its heyday in the late 60's and 70's, when acts such as the Dubliners; the Corries; the Spinners and Billy Connolly were among the mainstays of a growing and vibrant folk scene. Barbara Dickson was a regular local performer who went on to great stardom.

Frank also sang at the Kinema, as part of a local folk group, called The Auld Alliance. The group was very much influenced by the Dubliners and the Corries, and played regularly in Fife, Edinburgh and further afield: their most notable 'export' being Mike Ward, to the Tannahill Weavers.
